Scope:
Financial and Business Solutions (FABS)
SIN 520-11: Accounting – XLA provides transaction analysis, transaction processing, data analysis and summarization, technical assistance in devising new or revised accounting policies and procedures, classifying accounting transactions, special studies to improve accounting operations.
SIN 520-12: Budgeting – XLA assesses and improves budget formulation and execution processes, conducts special reviews to resolve budget formulation or budget execution issues, provides technical assistance to improve budget preparation or execution processes.
SIN 520-13: Complementary Financial Management Services – XLA works without clients to assess and improve their financial management systems, financial reporting and analysis processes, strategic financial planning, and financial policy formulation and development. We devise and implement performance measures, conduct special cost studies, perform actuarial services, perform economic and regulatory analysis, assist with financial quality assurance efforts, and conduct benchmarking studies.
SIN 520-21: Program Management Services – Contractors shall provide program management services which encompasses the management of financial and business solutions programs and projects and includes, but is not limited to, program management, program oversight, project management and program integration of a limited duration. A variety of functions may be utilized to support program integration or project management tasks.
SIN 520-22: Grants Management Support Services – GSA established this SIN in order to meet the increasing federal requirements for grants management lifecycle support no longer available under the MOBIS Schedule. Approved contractors must possess ARRA reporting experience and possess past performance in successfully assisting the government in awarding and managing grants across multiple discipline areas.
RC – Recovery Purchasing authorized under GS-23F-0069W. This allows state and local governments’ access to this schedule in time of a designated national emergency.
Mission-Oriented Business Integrated Services (MOBIS)
SIN 874-1: Consulting Services – XLA provides expert advice, assistance, guidance or counseling in support of agencies’ mission oriented business functions, including, but not limited to studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Examples include strategic, business and action planning; high performance work; process and productivity improvement; systems alignment; leadership systems; organizational assessments; cycle time; performance measures and indicators; program audits, evaluations, and customized training.
SIN 874-4: Training Services – XLA provides commercially-available off-the-shelf training and/or educational courses that are delivered via an Instructor-led (i.e. traditional classroom setting or conference/seminar) and/or web-based (i.e. Internet/Intranet, software packages and computer applications) system. Our training courses have a defined title, length of time (i.e. hours, days, semesters, etc.), and description of material to be taught (i.e. syllabi, table of contents, etc.), and indicate whether materials are included (i.e. books, pamphlets, software, etc.). XLA also supports planning, creating, and/or executing test administration, learning management, customized subject matter specific training and/or educational courses that are delivered via an instructor-led and/or web-based system.
SIN 874-6: Acquisition Management Support – XLA supports the entire acquisition life cycle for agencies conducting federal acquisition management activities. We provide acquisition planning assistance; developing acquisition documents, including quality assurance surveillance plans, statements of work, synopses, and solicitations; assist in evaluating proposals; deliver contract administration services; and provide competitive sourcing support, including OMB Circular A-76 studies, strategic sourcing studies, privatization studies, public-private partnerships, and Federal Activities Inventory Reform (FAIR) Act studies.
SIN 874-7: Program Integration and Project Management Services – XLA supports the management or integration of programs and projects to include, but not limited to: program management, program oversight, project management and program integration of a limited duration, implementing a variety of functions to support program integration or project management tasks.
